Buzzkill was Jeff Winger's reimagining of Britta Perry. She existed in a G.I. JOE™ themed reality dreamt up by Jeff when he fell into a coma. Buzz-Kill was a member of a squad led by Jeff's alter ego "Wingman" which came to be known as the "G.I. JOE™ Mutineers". She used a forearm mounted buzz saw as her weapon of choice and was known for her outspoken opinions. Buzz-Kill's first appearance was in the Season Five episode "G.I. Jeff". She is voiced by actress Gillian Jacobs.
A peaceful day in the country India was disturbed when the forces of the terrorist organization known as COBRA™ converged on the Taj Mahal. Commanded by the villainous Destro, his ground troops marched towards the target while approached from the sky leading a squadron of Rattler's. Destro ordered his soldiers to attack and launched a missile at the building. It was unexpectedly shot down by the just arrived G.I. JOE™ Team. Assigned to this mission was Buzzkill and the rest of her squad Wingman, Tight Ship and Three Kids. As she traded gunfire with the enemy, Tight Ship questioned the presence of American forces in India defending a foreign tourist attraction.
The CO Flint told Tight Ship that when she gets command she can change the way the Joe team operates. Buzzkill sarcastically replied that should happen soon since Tight Ship's uniform had her breasts on display. Flint was appalled at her coarse language along with their Three Kids indifferent attitude to the battle. Wingman flew down using his Wingjetpack and reprimanded his team for slacking in their duties. Buzzkill challenged Jeff to show them how it was done which he did by taking out Destro's Rattler and shooting out his parachute. The other Joes watched in horror as Destro plummeted to the ground and died. In the aftermath, Buzzkill and her squad was brought before a tribunal and charged with violence, mature language and conduct unbecoming of a G.I. JOE™.
At the trial, Buzzkill interrupted Wingman's opening argument and mocked G.I. JOE™'s hierarchy and military dress code. When Wingman failed to convince their superiors his lethal actions were necessary, Buzzkill and the squad were sent to the brig. They were locked up with other Joe rejects including one codenamed "Fourth Wall". He told them about a recent mission he undertook where infiltrated a COBRA™ excavation site codenamed "Greendale". He managed to return with an artifact, a toy action figure which, along with Fourth Wall's repeated mention of "Greendale", caused Wingman to black out. When he awoke, Buzzill seemed to be talking to him as if she was another person and refereed to him as "Jeff". She angered Wingman by grazing him with the buzzsaw on her arm after she tried to pat him on the shoulder.
Buzz-Kill's forearm weapon is an homage to over-the-top accessories given to a few G.I. JOE™ toys. Most of these types of weapons were given to COBRA™ action figures as they used more exotic weaponry. Although the Real American Hero franchise of G.I. JOE™ started off basing their toys on actual military weapons and vehicles it would eventually introduce more outlandish and far less practical designs. An example is the Crystal Ball figure which came with a hypnotizing shield.
